The NCMHousing Authorities (NCMHA) manages several housing authorities that rent affordable housing to lower-income families and elderly and disabled families. The NCMHA team strives to provide the highest level of housing and supportive service programs that will assist residents in achieving self-sufficiency and aging in place.

Section 8 (Housing Choice Voucher) Program

The Section 8 Housing Choice Voucher Program (HCVP) is a Federal Housing Program funded by the Department of Housing and Urban Development (HUD). In order to determine preliminary eligibility, an applicant must supply our office with an application issued by MASSNAHRO, which you can download here.

Section 8 Participants

The Leominster Housing Authority each offers subsidies through the Section 8 Housing Choice Voucher Program (HCVP). HCVP is a federally funded rental assistance program designed to help low-income families, senior citizens, and people with disabilities afford decent, safe, and sanitary housing. The program provides subsidies to qualified households for use in private housing in the community of their choice. Under the Section 8 Program, households initially pay 30%-40% of their gross income toward the rent plus utilities, and the Federal Government pays the difference between that amount and the approved contract rent amount.

Walk In Policy

Although the Leased Housing Department holds walk-in hours, it is usually better for you to contact your caseworker to set up an appointment. All requests (copies of any documents from your file) must be requested in writing. We appreciate your patience and cooperation.

The Family Self-Sufficiency Program

An Opportunity for Participants of the Housing Choice Voucher Program

The Family Self-Sufficiency (FSS) program enables families assisted through the Section 8 Housing Choice Voucher (HCV) program and Public Housing (PH) residents to increase their earned income and reduce their dependency on welfare assistance and rental subsidies. Under the FSS program, low-income families are provided opportunities for education, job training, counseling, and other forms of social service assistance while living in assisted housing so they can obtain the skills necessary to achieve self-sufficiency.

The FSS program is administered by public housing agencies (PHAs) with the help of program coordinating committees (PCCs). The PCC usually consists of representatives of local government, employment and job training agencies, welfare agencies, nonprofit providers, local businesses, and assisted families.

Services for FSS program participants are provided through local partnerships with employers and service providers in the community. Services are not funded by HUD. HUD funding is provided for the salary of FSS coordinators and is awarded through annual Notices of Funding Availability (NOFAs).

Reasonable Accommodation

A reasonable accommodation is a change or waiver to policies, practices, procedures, or services to allow persons with disabilities equal access and opportunity for all North Central Massachusetts Housing Authorities programs. A reasonable accommodation request can only be denied if it causes an undue administrative and financial burden or changes the fundamental nature of the housing authority or its programs. Reasonable accommodation requests can be made by persons with disabilities.
